Participation in channeling relief operations and humanitarian aid (food and medicine) in cases of natural and human disasters. This assistance is offered either in kind or in the form of bearing shipping costs of the aid offered from other Egyptian entities or both.

Scopes of humanitarian aid have been diversified and developed so as not to be restricted to the traditional context of providing foodstuffs only but rather to be extended to cope with development requirements at the current stage as far as technology is concerned. This is expected to include computer sets, printers, photocopiers besides medicine, medical equipment and scientific references intended for faculties of medicine and science in some African countries.

A separate budget is earmarked annually from the government of the Arab Republic of Egypt in favor of the Fund and its programs, which is to be regarded as the main financial resource of the Fund.

The Fund may accept additional resources represented in the contributions of countries and international institutions, based on agreements concluded in favor of the Fund, besides donations, grants and subsidies that are not in conflict with the objectives of the Fund.

The Fund, moreover, applies a system for sharing the expenses whether on behalf of the African countries benefiting from its programs or within the framework of trilateral cooperation with donor countries and international organizations. This program was proved a success in trials with Japan, Germany and Norway as well as the United Nations Program for Development, the Food and Agriculture Organization (FAO), the African Development Bank, the Arab Fund for Technical Aid to African Countries, the Arab Bank for Economic Development in Africa and the Francophone international organizations and others.

Training courses for African cadres in the area of data technology is under preparation.

A new training course is being organized for the first time on designing and connecting communication networks within the framework of trilateral cooperation with Japan.

Police and Crime Prevention

Police and Crime Prevention
Organizing regular training courses annually for African police cadres in various police and security specializations in cooperation with the African Center for Crime Prevention Researches and Studies at the Foreign Ministry Police Academy.

This cooperation is substantiated in conjunction with technical cooperation protocol signed between the Egyptian Fund for Technical Cooperation with Africa at the Foreign Ministry and the Ministry of the Interior Police Academy Researches Center in implementation of the Cairo Declaration for African Technical Cooperation in areas of crime prevention based on the First Conference of African Interior Ministers during the period from 29 November to 6 December 1985.

The Police Research Center, since its foundation in 1986 to date, had demonstrated cooperation with the Egyptian Fund to perform its task in the most optimal manner that rendered it a leading pattern of security and police training in the African continent.

Organizing training courses in areas of civil defense, fight of drug smuggling via ports and airports, criminal research skills and crime theatre, insurance of VIP figures and tourist structures and installations, combat of terrorist action and armed violence.

Two fresh areas of training in compliance with developments ushered in the field of security namely fighting public funds crimes as well as updated planning and training of security commanders.

Organizing training courses in different areas of crime prevention compatibly with the demands and requirements of African states.

Organizing special training courses in the field of fighting drug trafficking in cooperation with Germany in 1991 and 1992.

The number of trainees in various police areas is 2705 covering 98 training courses representing 47 states during the period from 1986 – Mars 2003.

Seconding agricultural experts and consultants on short-term missions to engage in agricultural processes and the combat of insects in African countries.

Offering scholarships and organizing training courses for African categories to expatiate on modern techniques of agriculture and the combat of harmful weeds and insects.

Organizing annual training courses in the field of rice cultivation technology at the International Egyptian Center for Agriculture in collaboration with Japan. The number of trainees amounted to 227 in 16 courses for the period from 1987 to May 2002.

Organizing a training course with regard to lands and water in cooperation with the Arab Fund for Technical Aid with African states at the International Egyptian Center for Agriculture, with 19 attending as trainees in the first course in May 1999.

Bearing the expenses of shipping equipment, seeds, and veterinary medicine to African countries.

Seconding Egyptian doctors in different specializations according to requirements of African states, to offer their expertise in hospitals and medical centers.

Seconding Egyptian doctors on short-term missions to utilize their experience in medical areas in African countries.

Seconding senior professors in Egyptian Faculties of Medicine to work as examiners and supervisors to deliberate on theses compiled at the Faculty of Medicine in African universities.

Programs for seconding surgeons, physicians and medical teams for short term intervals to carry out surgical operations and deliver lectures to medicine scholars and students in African universities.

Participation in African health ministry and medical conferences held in Egypt or in African countries.

Taking part in the treatment of some cases in Egyptian hospitals.

Organizing annual training courses for African nurses in cooperation with the Ministry of Health as part of the trilateral cooperation with Japan 17 training courses were held, with the trainees numbering 303 during the period from 1985 – March 2003.

A fresh training course in the area of advanced management of nursing systems ..

Annual training course in the field of academic immunology at the Faculty of Medicine-Suez Canal University within the framework of trilateral cooperation with Japan. 7 training courses were held with the number of trainees put at 80 during the period from 1996 to November 2002.

Organizing 3 training courses annually for the upgrading of African nursing skills in collaboration with higher nursing institutes in Egyptian universities, as part of trilateral cooperation with the Norwegian Agency for Development Cooperation (Nowrad). The number of trainees during the all courses was 117 in November 1999 to April 2002.

Extending aid that includes medicines and medical requirements in cases of natural and human disasters.

Diplomatic Achievements

Training African young diplomats at the Diplomatic Studies Institute, two training courses annually, one for French speaking and the second for English speaking trainees ( totaling 1062 over 37 courses during the period from 1984 – April 2003 ).

Scholarship for diplomats from African countries to train, in practice, in protocol affairs.

Programs seconding professors and ambassadors to lecture in African countries on international law and international relations etc….

Seconding Egyptian experts on short-term missions to African countries to employ expertise in the area of protocol and the organization of foreign ministries and diplomatic institutes.

Seconding ambassadors and experts to take part in elections and international supervision committees as well as African dispute settlement committees.
